Maryland State Police investigate Fatal Crash in Conowingo
(CONOWINGO, MD) On November 2, 2018 just after 3:15 PM, troopers from the Maryland State Police’s North East Barrack responded to the area of Conowingo Road (US 1) and Rock Spring Road in Conowingo, Cecil County for a two vehicle collision.
When Troopers and Cecil County Emergency Services arrived they came upon a white 2006 Jeep Wrangler, which was later determined to be operated by Mr. Thomas McMillan, 22 yo from Conowingo and a 2019 grey Heil trash truck, driven by Mr. Stephen Graybeal, 40 yo also from Conowingo, had collided. The preliminary investigation determined the Jeep was initially traveling northbound on Conowingo Road, when for reasons unknown it crossed the double yellow lines into the southbound lane. At some point after crossing into the southbound lane, the Jeep went into a skid. As the Jeep skid, the Heil truck, which was traveling in the southbound lane struck the passenger side of the Jeep. Mr. McMillan was transported to the University of Maryland Shock Trauma in Baltimore by Maryland State Police’s Aviation medevac. Mr. Graybeal refused medical treatment at the scene of the collision. Mr. McMillan was declared deceased shortly after arriving at Shock Trauma.
A Maryland State Police reconstructionist responded to the scene for the investigation, and the State Highway Administration assisted with the road closure which lasted approximately three (3) hours.
